missing file api-ms-win-core-path-l1-1-0.dll + python311.dll

Hi,

I installed the latest version of Epubur on W10, but I would like to install it on an old PC with Windows 7-64 bit that I no longer use, I deleted all the software, only the system ones remained.
The ebooks are in a specific folder.

The program does not start because the files are missing:

api-ms-win-core-path-l1-1-0.dll
and
python311.dll

Is it possible to install it or should I abandon the idea?
